It is the Government's intent to award a follow-on Aviation Missile Research, Development and Engineering Center (AMRDEC) Research and Development (R&D) Contract with Georgia Technical Applied Research Corporation (GTARC) with work to be performed by Georgia Technical Research Institute (GTRI), a Department of Defense (DoD) University Affiliated Research Center (UARC). The overall scope of this requirement is to obtain state of the art technology research for AMRDEC to conduct technology insertion planning and execution, development of research and engineering strategies for mitigation of risk in DoD systems and technology programs, and conduct analyses to include system engineering and system of systems engineering to support design, development, interoperability and testing of hardware and software at the component, subsystem, and system level, and quantify the corresponding impacts on composite system performance.

This will be a Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) Contract with a 5 Year Base period and a 5 Year Option period. Based upon market research, this requirement cannot be met by commercial items; therefore, the Government is not utilizing the policies contained in the Federal Acquisition Regulation (FAR) Part 12. Authority Cited: Statutory Authority permitting Other Than Full and Open Competition for this requirement is 10 U.S.C. 2304(c)(3)(B), as implemented by paragraphs 6.302-3(a)(2)(ii) of the FAR entitled- Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services, which allows for the use of non-competitive procedures in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. This requirement will be sole source to Georgia Technical Applied Research Corporation (GTARC), 505 Tenth Street, Atlanta, GA 30332-0420, Cage Code: 1FEZ4. GTRI is uniquely qualified to perform this effort, as they possess unique facilities and interdisciplinary laboratories (many of which are one-of-a-kind), not found elsewhere in the United States. GTRI is the only UARC source determined to possess the essential engineering, research and development capabilities required to accomplish the entire proposed Performance Work Statement.
