This announcement constitutes a Request for Proposal (RFP) in accordance with Federal Acquisition Regulations (FAR) Part 15 for Research, Development andEngineering Support for Specialized Aerospace Systems . The solicitation and its attachments are attached to this notice.

The scope of the contract provides for the execution of specific systems engineering, analytical, and technical tasks to support evolving aerospace technology. These tasks may extend from mission concept design and feasibility analysis through on-orbit operation of space systems. Flight system activities may include design of appropriate hardware and systems; systems engineering, analysis, planning, and management for the collection, reduction, analysis,and documentation of experimental and operational data; modeling and simulation; test and evaluation;and logistics support.

It is recommended that interested offerors check the site frequently for any updates. Paper copies of the solicitation will not be issued, and may be accessed electronically only. Offerors are responsible for routinely checking FBO for any possible solicitation amendments that may be issued.

It is anticipated that an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Single award type contract will be awarded with an ordering period of five (5) years. Task orders are expected to be issued as cost-plus-fixed-fee. Award(s) will be made based on best value to the Government through the trade-off source selection process.

The proposed contract is 100% set aside for small business concerns. The North American IndustryClassification System (NAICS) code for this procurement is 541715, with a Small Business Size Standard of 1,000 employees.

Background
The solicitation N00173-21-R-LM01 is for research, development, and engineering support for specialized aerospace systems. The contract aims to provide continued support for current Naval Center for Spacecraft Technology (NCST) programs. The work involves planning and execution of aerospace hardware development in various areas such as fluid flow, structures, avionics, thermal control, aerodynamics, mechanisms, robotics, and mechanical devices.

Work Details
The tasks under this contract include providing personnel with specific qualifications and experience levels. The key personnel categories required are Engineer, Aerospace, Mechanical or Electrical - Robotic Systems Specialists and Spacecraft Structure and Payload Design Specialist. Both positions require a minimum of ten years of relevant experience and a final DoD granted TOP SECRET security clearance with SCI eligibility. Additionally, the contract requires familiarity with planning and scheduling activities for aerospace system development and the capability to use automated design tools.
