Requests for Quotes (RFQ)_Build America Bureau (BAB) Market Demand Advisory Services Indefinite Delivery Indefinite Quantity (IDIQ)

Background
The solicitation is for commercial products and/or commercial services, and it is unrestricted. The procurement will be competitive based on full and open competition, and Quoters are required to submit both written quotes/submissions and oral presentations. The evaluation process will include a phased-down select process to evaluate the totality of each Quoter’s responsive quote/submission.

Work Details
The contract is for Market Demand Advisory Services in the surface transportation infrastructure finance area to support the activities of the Build America Bureau (BAB) within the United States Department of Transportation (US DOT). The scope of work includes providing market demand advisory services in various transportation sectors such as toll revenue forecasting, transit or passenger rail revenue forecasting, freight revenue forecasting, port revenue forecasting, real estate revenue forecasting, and airport revenue forecasting. The Contractor shall perform tasks related to due diligence, sensitivity analysis, reporting and recommendations, portfolio management, and other Bureau matters under individual task orders.

Period of Performance
The term of this IDIQ contract is five (5) years. Task Orders (TOs) may be issued at any time during the base period. The performance periods will be specified in the TOs and may include option periods which extend the TO up to thirty-six (36) months beyond the expiration date of this contract.

Place of Performance
The place of performance for task orders will be determined under individual task orders based on the specific requirements.
