Request for Qualifications for Architect and Engineer Services for the Design to Repair Sliding Snow Damage for 3 Dorms at Joint Base Elmendorf-Richardson (JBER), Alaska

Background
The 673 Civil Engineer Squadron (CES) at Joint Base Elmendorf-Richardson (JBER), Alaska, requires professional architect-engineer services (A-E) to develop a design to repair, sustain, and restore 3 Dormitories (Buildings 7053, 8005, 7083). The project will be executed as a design-build Task Order against the JBER Multiple Award Construction Contract (MACC). The design solutions will form the basis of a scope of work for a more immediate maintenance and repair project, to be programmed and funded in 1-3 years via the JBER MACC contract.

Work Details
The A-E is required to perform a comprehensive site investigation of all three buildings' exteriors with the 673 Civil Engineer Squadron (CES), Dormitory stakeholders, and 773CES shop personnel to identify and document all damaged areas.

The A-E will provide two separate and distinct design deliverables: a 15% design planning effort for a 30-year design solution and a 35% design effort to assess and quantify the extent of existing building damage and provide design solutions for the repair or replacement of all damaged materials. The A-E will also prepare detailed cost estimates for each building, including all major scope of work items. Additionally, the A-E team will attend and participate in all meetings required in this SOW.

Period of Performance
The design schedule must be maintained to ensure the documents are completed and ready for government contracting not later than 9 months after Notice to Proceed (NTP). The construction projects are expected to be programmed and funded in 1-3 years via the JBER MACC contract.
