The purpose of the USAID Monitoring, Evaluation, Learning & Strategic Information Activity (MEL SI) Indefinite Delivery, Indefinite Quantity Contracts (IDIQ) contracts is to provide monitoring, evaluation, learning, and strategic information support services to USAID/Uganda's technical offices and implementing partners. Implemented via Task Orders, these services will strengthen performance management by generating a technical evidence base to guide the Mission's programming.

Background
The purpose of the USAID Monitoring, Evaluation, Learning & Strategic Information Activity (MEL SI) Indefinite Delivery, Indefinite Quantity Contracts (IDIQ) contracts is to provide monitoring, evaluation, learning, and strategic information support services to USAID/Uganda’s technical offices and implementing partners. Implemented via Task Orders, these services will strengthen performance management by generating a technical evidence base to guide the Mission’s programming.

Work Details
The MEL-SI IDIQ contract will support the Mission’s activities through objectives such as providing technical support to advance the objectives of the Country Development Cooperation Strategy (CDCS), implementing and maintaining a comprehensive performance management and reporting system for the USAID/Uganda Health and HIV/AIDS and OVC portfolios, providing technical support to strengthen GOU management information systems for OVC, and systematically analyzing the effectiveness and sustainability of USAID/Uganda’s work in advancing national and agency policy priorities including gender equity and social inclusion, localization, climate resilience, and private sector engagement.

The contract will be performed over a period of 5 years.
