Request for Proposals (RFP) for a Leadership Training Program for Foreign Service National Staff in USAID/Sri Lanka.

Background
The United States Government, represented by the U.S. Agency for International Development (USAID)/Sri Lanka and Maldives, is seeking proposals from U.S. or non-U.S, non-profit or for-profit organizations or individuals, to provide leadership training to USAID/Sri Lanka and Maldives to increase their capacity to make use of the new opportunities offered by the agency.

Work Details
In 2023, the United States Agency for International Development (USAID) introduced the Foreign Service National (FSN) Empowerment Plan to demonstrate their commitment to advancing the role of FSNs within the Agency. USAID’s FSN Empowerment reforms are intended to promote greater recognition, equity, and inclusion of local USAID staff by providing the necessary tools and resources for FSNs to excel; creating pathways into leadership; fostering an enabling environment that develops and uplifts the talents and voices of FSN leaders throughout the Mission; and positioning USAID to compete for and retain indispensable local talent.
To support the implementation of the FSN Empowerment Plan (FSN-EP) USAID/Sri Lanka and Maldives intends to conduct a leadership training program for all personnel with a focus on FSNs in the Mission to increase their capacity to make use of the new opportunities presented through the Empowerment Plan and the Mission’s Action Plan.

Period of Performance
The period of performance of this Purchase Order is estimated between o/a October 1, 2023 through January 31, 2024.
