REQUEST FOR PROPOSALS

The Army Contracting Command- Aberdeen Proving Ground (ACC-APG) hereby issues the final solicitation W91CRB-21-R-0005 for the U.S. Army Aberdeen Test Center (ATC) Data Collection Support Services Contract. It is set-aside for Small Businesses under NAICS 518210- Data Processing, Hosting and Related Services (size standard of $35M). The resulting Single Award Indefinite Delivery, Indefinite Quantity (IDIQ) contract shall have a five year ordering period. The United States Army Aberdeen Test Center requires data collection support, computer operators, technical writing and range scheduling support services to support testing in ATC's Automotive, Firepower, Survivability/Lethality, Technology and Warfighter Test Mission Areas. This effort shall provide Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) task orders as needed to meet ATC's mission requirements under various Directorates.

This notice is the official Request for Proposal (RFP) for this effort. A draft solicitation was posted on https://sam.gov, along with additional draft solicitation attachments. Changes to the RFP and attachments have been made in response to industry comments on the draft solicitation. It is the potential offeror's responsibility to ensure that any proposals submitted in response to this announcement are in compliance with the final solicitation.

The RFP posted herein includes all of the documents of the solicitation package. No hard copy of the solicitation will be issued. Offerors shall submit proposals through the DoD Secure Access File Exchange website as outlined in section L of the final solicitation. Submissions through https://sam.gov will not be accepted. Amendments, if any, will be posted in the same location as the solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. It is the potential offeror's responsibility to monitor https://sam.gov on a regular basis for any updates.

A question and answer period will take place. Questions should be sent to up until 22 June 2021 to roxanne.barbaris.civ@mail.mil with a copy to elizabeth.m.nordell.civ@mail.mil. Responses will posted on https:/sam.gov in the same location as the solicitation prior to the closing of the RFP period.

UPDATE 7/1: Responses to Questions (due 22 June 2021) are expected to be posted via Amendent no later than 7 July 2021. Final Solicitation is posted with DRAFT watermark removed. Amendment 01 issued to extend RFP closing date to 15 July 2021 at 2PM EST.

UPDATE 7/7: Amendment 02 issued. Q&A response included as Attachment 9.

UPDATE 7/13: Amendment 03 issued. Attachment 5 LOE Cost Model and Attachment 9 Q&A have been updated. RFP closing date extended to 20 July 2021 at 2PM EST.
