Request For Proposal: Guided Missile Frigate Combat System Ship Integration and Test   2

Offerors are notified that the Naval Sea Systems Command (NAVSEA) Program Executive Office Integrated Warfare System (PEO IWS) 8.0 is hereby issuing a competitive Request for Proposal (RFP) for procurement of efforts required to provide Combat System (CS) Ship Integration and Test (SI&T) for the Guided Missile Frigate Class ships, Fiscal Year (FY) 2020 through FY 2029. This includes development and updating of test documents; modification and update of CS Space Arrangements, CS Installation Control Documents, and CS Interface Control Documents; provide Engineering support; perform CS Integration and Test Planning; conduct Waterfront CS Integration and Test; and support Post-delivery Test Teams.

Information regarding this requirement was previously posted under presolicitation "Guided Missile Frigate Combat System Ship Integration and Test" with a presolicitation number of N00024-18-R-5102. Section J Attachments are provided as part of this posting. Attachments J-1, J-2, J-6, and J-20 are marked with limiting Distribution Statements. These attachments to the solicitation which are marked other than "Distribution Statement A" and the Government Furnished Information (GFI) will not be posted to the Federal Business Opportunities (FedBizOpps) website. All potential offerors seeking access to the distribution controlled attachments to the RFP and the GFI must completely fill out Attachment J-22 (RFP Distribution Controlled Material Request Form) and submit to Procuring Contracting Officer (PCO) prior to receipt of Attachments J-1, J-2, J-6, J-20 and GFI via AMRDEC (Distribution Statement D and F).
All questions should be received within twenty (20) calendar days after receipt of RFP to allow the Government adequate time to prepare and issue responses to all Offerors prior to the date and time set for receipt of proposals. Unclassified questions and comments should be electronically submitted using the format provided in Attachment J-13 to Cristina Covalt (cristina.covalt@navy.mil), Christine Veres (christine.veres@navy.mil) and Ramin Movahed (ramin.movahed@navy.mil). Any questions or comments that are submitted may be publically released. All questions shall be submitted in accordance with the instructions found in Section L of the solicitation.
