Please see attached RFI and draft PWS. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. The purpose of this RFI is to elicit information in support of DLA's ERP modernization efforts to include WMS, FLIS, and EBS and to determine which vehicle has sufficient expertise in SAP/ERP modernization projects. Background
The Defense Logistics Agency (DLA) is a United States (U.S.) Department of Defense (DoD) agency that provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. DLA’s Warehouse Management System (WMS) for distribution processing of material is the Distribution Standard System (DSS). DLA’s Federal Logistics Information System is the authoritative source for master data related to all material recorded in the Federal Catalog. DLA’s Enterprise Business System (EBS) is an aging SAP based Enterprise Resource Planning system. DLA is seeking to modernize the solution in conjunction with the move of our warehousing and transportation to a primarily SAP based platform.

Work Details
The Request for Information (RFI) seeks market research in identifying sources capable of providing the system capabilities and requirements detailed in the attached draft Performance Work Statement (PWS). The RFI aims to elicit information in support of DLA’s ERP modernization efforts to include WMS, FLIS, and EBS.
The contractor shall provide a full range of IT services to complete the requirements, including Program Management, Technical Environment Support and Sustainment, Design/Explore, Build/Configure/Realize, Test/Realize, Production Prep, Deployment Prep and Support/Deploy, Hypercare and Warranty period, Production Support and Sustainment/Run, Knowledge Transfer (KT) and On-the-Job Training (OJT), and Transition Support.

Period of Performance
The period of performance for each task will be determined based on individual task orders issued utilizing selected Blanket Purchase Agreement (BPA) tasks relative to an immediate defined need.
The estimated percentage of dedicated support per location includes Ft. Belvoir, VA = 10%, New Cumberland, PA = 25%, Battle Creek, MI = 25%, and other CONUS and OCONUS sites as necessary for system deployments per the PWS = 40%.

Place of Performance
Localized on-site support will be performed at DLA locations including Ft. Belvoir, VA; New Cumberland, PA; Battle Creek, MI; and other CONUS and OCONUS sites as necessary for system deployments per the PWS.
