Purpose: The purpose of this Request for Information (RFI) is to seek interested and capable parties to advance the Persistent Cyber Training Environment (PCTE) Cyber Range Development Software Application Project. Disclaimer: This notice does not constitute an invitation for bids or a request for proposal and is not a commitment by the U.S. Government to procure subject products or services nor will the Government reimburse any parties for costs associated with this request. The Government will use the information received to forge its acquisition strategy. Additionally, all submissions become government property and will not be returned. Background
The Army Contracting Command Orlando, in support of the Program Executive Office Simulation Training and Instrumentation (PEO STRI), is seeking information regarding the Persistent Cyber Training Environment (PCTE) Cyber Range Development Software Application Project.

The goal of this Request for Information (RFI) is to explore available solutions and capabilities for developing a scalable and secure cyber range platform that supports individual, collective, and mission rehearsal cyber training. This RFI serves as a means to gather information for potential future procurement, not as a solicitation for proposals.

Work Details
The primary objectives of the cyber range development project include:

- Creating a realistic and highly scalable cyber range environment for cybersecurity training and exercises;
- Supporting simulated cyberattacks and defensive scenarios;
- Facilitating multi-user collaboration for cybersecurity drills and red/blue team exercises;
- Providing the ability to share cyber training individual results in xAPI and CMI5 format;
- Integrating with existing and future PCTE on-premises and cloud security tools, network environments, and cloud infrastructure;
- Ensuring high levels of security, automation, and reporting capabilities.

Vendors are requested to provide detailed information on system architecture & features including scalability, deployment options (on-premises, cloud-based, hybrid), simulation of real-world scenarios, support for various network environments/protocols, custom scenario development capabilities, integration with Learning Management Systems (LMS), security measures in compliance with NIST/ISO 27001/FedRAMP standards, user experience features such as roles/permissions configuration, collaborative tools, integration with third-party cybersecurity tools/SIEM solutions, pricing models including estimated costs for scaling up the system.
