THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for informational and planning purposes - it does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ), or a promise to issue a Solicitation or RFP/ RFQ in the future, or an indication the Government will contract for the requirement identified in this notice. Further, the Defense Health Agency (DHA) is not at this time seeking proposals and will not accept unsolicited proposals.

Responses to this notice are strictly voluntary and the Government will not pay respondents for information provided in response to this notice. Responses to this notice will not be returned and respondents will not be notified of the result of the review. This notice does not restrict the Government's acquisition approach on any resultant solicitation.

DHA and VHA are seeking COTS software licenses, code maintenance, configuration management, and application support activities for the joint patient safety reporting application that supports patient safety reporting business requirements of the DHA, VHA, Navy Fleet, and US TRANSCOM hosted in a Defense Information Systems Agency (DISA) Defense Enterprise Computing Center (DECC). This effort includes a modernization and enhancement effort to migrate to a Cloud hosting platform of the government's choice with added capabilities for conducting comprehensive systematic analysis/ root cause analysis (CSA/ RCA), corrective action plans, and quantitative/ qualitative analysis tools to measure effectiveness of the process and execution of the plans.

Background
The Defense Health Agency (DHA) and Veterans Health Administration (VHA) are seeking COTS software licenses, code maintenance, configuration management, and application support activities for the joint patient safety reporting application that supports patient safety reporting business requirements of the DHA, VHA, Navy Fleet, and US TRANSCOM hosted in a Defense Information Systems Agency (DISA) Defense Enterprise Computing Center (DECC). This effort includes a modernization and enhancement effort to migrate to a Cloud hosting platform of the government’s choice with added capabilities for conducting comprehensive systematic analysis/ root cause analysis (CSA/ RCA), corrective action plans, and quantitative/ qualitative analysis tools to measure effectiveness of the process and execution of the plans.

Work Details
The contractor shall provide product management oversight, access and training to all Government Information Technology systems needed to meet personnel requirements and accomplish the tasks detailed in this Performance Work Statement (PWS). The contractor shall also maintain JPSR operational availability on a 24x7x365 basis with target threshold of 98.5% Ao and objective at 99.5%, conduct an Integrated Baseline Review (IBR) to ensure a reliable performance measurement baseline is established, use Agile development/configuration methodology, follow the SDD Technical Support Branch (TSB) process waterfall development/configuration methodology for major functional and/or technical upgrades associated with the JPSR Modernization effort, provide input for work products defined by the SDD TSB, maintain and operate a JPSR Service Help Desk in support of DHA and VHA users, comply with cybersecurity requirements for Non-DoD IT or Covered Contractor IS, maintain warranty and post-warranty service maintenance agreement for equipment/product versions provided pursuant to the construction or other procurement contract.
