Description

In 2025, USTRANSCOM plans to have a contract in place for MilMove that will provide agile software design, development and sustainment in a mature DEV/SEC/OPS environment. USTRANSCOM seeks a solution that continues and builds on current MilMove development to support USTRANSCOM's Global Household Goods Contract (GHC), Global Personally Owned Vehicle Contract (GPC), and Non-temp Storage Contract (NTS-C). USTRANSCOM is seeking information about what solutions currently exist in the market and is interested in learning about what information industry may need to scope a logical roadmap to succeed.

This announcement constitutes an RFI for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), nor is it to be construed as a commitment by the Government. No contract will be awarded as a result. Industry's response to the RFI or lack thereof will have no impact on the evaluation of responses to any subsequent RFP or Request for Quote (RFQ) released. The information requested will be used within USTRANSCOM as market research to facilitate decision making (e.g., determining acquisition strategy, small business concerns) and will not be disclosed outside the Government.

Proprietary information submitted shall be appropriately marked. Do not submit confidential information in your response.

Background
The United States Transportation Command (USTRANSCOM) conducts globally integrated mobility operations and leads the Joint Deployment and Distribution Enterprise. The agency aims to project and sustain the Joint Force in support of national objectives.

In 2025, USTRANSCOM plans to establish a contract for MilMove, which will provide agile software design, development, and sustainment in a mature DEV/SEC/OPS environment. This initiative seeks to enhance current MilMove development to support USTRANSCOM's Global Household Goods Contract (GHC), Global Personally Owned Vehicle Contract (GPC), and Non-temp Storage Contract (NTS-C). USTRANSCOM is gathering information on existing market solutions to help outline a logical roadmap for success.

Work Details
The contract will involve software development support and expertise for the MilMove Program, including:
- Development of all software code and associated components and integrations.
- Software development support across all phases of the Software Development Lifecycle (SDLC).
- Management of the code baseline and hosted environment.
- Management of system interfaces.
- Providing RMF Support, Sustainment, Maintenance Ticketing Tool, Telephone Support, and Tier II Support.
- Anticipated staffing includes up to 10 scrum teams with 3-9 dedicated Contractor FTEs each, an Architecture Team, Release Train Engineer, Systems Team, and Tier II help desk support.

Place of Performance
Tasks will primarily be performed at the Contractor’s facility; however, attendance at meetings at USTRANSCOM located at Scott AFB, IL may be required occasionally.
