The Government is issuing this Request for Information (RFI) amendment for future solicitation HR001125R0003 for Managed Enterprise Network Support Services (MANNUS) Indefinite Delivery/Indefinite Quantity (IDIQ) in order to post the DRAFT solicitation and announce the opportunity to participate in one-on-one industry day sessions.

Draft Solicitation HR001125R0003

The attached DRAFT solicitation is not a formal request for proposal. Any proposals submitted in response to the DRAFT solicitation will not be evaluated. The Government reserves the right to change any part of the attached DRAFT solicitation.

One-on-One Sessions:

The Government is hosting one-on-one industry day sessions to allow for prospective offerors to provide feedback regarding the attached MANNUS draft solicitation, HR001125R0003. The one-on-one sessions are available on a first come first serve basis and will be held on Tuesday January 7, 2025. Each session is limited to one (1) hour beginning at 0900 and concluding by 1500. Depending on the demand, additional dates and times may be added. The one-on-one sessions will be UNCLASSIFIED and will be held virtually. Interested prospective offerors should contact the Contracting Officer via e-mail at DARPA_ITD_IDIQ@darpa.mil by 1500 on Friday January 3, 2025 and should include the following:

Subject Line: "HR001125R0003 MANNUS One-On-One Discussions"

*Company name, attendees' names, email addresses, phone numbers, and company address in the email response.

*Three (3) requested times

The Government anticipates high interest for this event. Day-of registrations will NOT be accepted. Your registration must be confirmed to attend. Final confirmation to attend this event will be made no later than 1500 on Monday January 6, 2025.

The Government plans to use selected support contractor personnel to assist in providing Subject Matter technical expertise during the one-on-one sessions. These support contractors are bound by appropriate non disclosure agreements (NDA) to protect proprietary and source-selection information.

This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. DARPA does not assume liability for costs incurred by an attendee or expenses or marketing efforts; therefore, attendee costs in response to this notice are not considered an allowable direct charge to the Government.

Initial RFI

DARPA is seeking sources for a contractor to provide the services contained in RFI Attachment 1 Draft Performance Work Statement. The Government anticipates the use of an indefinite delivery indefinite quantity (IDIQ) contract type for these services. The objective of this requirement is to provide DARPA IT Enterprise, DARPA Technical Office, and DARPA Support Offices with all IT services and product lifecycle support, to include commodity and episodic mission IT. The primary objective of RFI Attachment 1 Draft Performance Work Statement, is to provide an enhanced organizational capability that allows ITD to support DARPA's operational and research requirements. This enhanced capability must have the flexibility to programmatically and contractually incorporate episodic IT requirements.

Background
The Defense Advanced Research Projects Agency (DARPA) is the research and development agency for the U.S. Department of Defense (DoD). Its mission is to maintain U.S. technological superiority over potential adversaries by identifying, developing, and supporting breakthrough technologies of interest to the military.

DARPA's Information Technology Directorate (ITD) is responsible for providing and managing administrative networks for typical IT requirements and mission-critical research networks. The agency seeks to enhance its organizational capability to support operational and research requirements through an indefinite delivery indefinite quantity (IDIQ) contract for IT services.

Work Details
The contractor will provide a range of IT services including:
- IT planning, engineering, execution, operations, sustainment, and assessment services.
- Management of IT products and services.
- Common operational picture services including enterprise picture and system tactical picture.
- Secure voice and video services.
- Communications resiliency, redundancy, failover, and system services.
- Business operations, data, and research intelligence services.
- Cross-domain information-sharing services and controlled interface services with mission partner networks.

Specific tasks include:
1. Advanced Windows System Integration and Servers’ Application Support: Pre-installation planning, installation, problem resolution, documentation, securing knowledge transition of new applications or services.
2. Advanced Non-Windows Systems Integration: Support for UNIX flavors like Solaris or Linux.
3. Application Analysis, Design and Programming Support: Complete software development lifecycle for web-based or distributed applications.
4. Emerging Technologies Research Support: Evaluating future technologies in support of DARPA missions.
5. Cybersecurity Governance: Risk analysis and compliance support integrated throughout the IT system lifecycle.
6. Network Operations & Security Center Support: 24/7 monitoring of network operations.
7. Insider Threat Management: Monitoring privileged users across systems to ensure compliance with security protocols.

Place of Performance
The contract will be performed at DARPA facilities located at 675 North Randolph Street, Arlington, VA 22203-1714.
