Description

This Request for Information is to determine the interest and capabilities of businesses to perform the work described in the attached Performance Work Statement (PWS). This is for information and planning purposes and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited. The information from this notice will help the Food and Nutrition Service (FNS) develop their acquisition strategy.

The U.S. Department of Agriculture, Food and Nutrition Service intends to issue a procurement for the subject study is seeking statements of capability from potential offerors.

PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL, NO SOLICITATION EXISTS AT THIS TIME.

Background
The U.S. Department of Agriculture, Food and Nutrition Service (FNS) is seeking information from potential vendors to design and implement a study to understand participant characteristics and program operations of the Food Distribution Program on Indian Reservations (FDPIR). This Request for Information (RFI) is for information and planning purposes and does not constitute a solicitation or obligation on the part of the government. The anticipated period of performance will be five years (60 months) from the date of contract award. The contract type is anticipated to be Firm Fixed Price.

Work Details
The Contractor shall convene a technical working group (TWG) that will provide expert review and input throughout the study. The TWG may consist of members who have expertise in FDPIR and methods used for this study, including FNS National and Regional Office staff, researchers, Tribal leaders, ITO or State agency staff, and FDPIR participants.

The Contractor shall develop draft and final versions of a Tribal outreach and engagement plan, a presentation describing the purpose, methods, study schedule, and questions to solicit information on key matters relating to sampling, data collection, and reporting of key findings. The Contractor shall also develop data collection instruments for evaluation of the Round 1 and 2 self-determination demonstration projects separately from other study focus areas.

The anticipated period of performance will be five years (60 months) from the date of contract award.
