This is NOT a solicitation. This Special Notice is issued solely for information and planning purposes - it does not constitute an RFP. This RFI does not commit the Government to contract for any supply or service whatsoever. The information provided in the RFI is subject to change and is not binding on the Government.

This request for information (RFI) is issued as market research to determine industry's capabilities to provide a proven commercial-off-the-shelf (COTS) enterprise hybrid cloud computing software and infrastructure platform able to provide an integrated suite of software products that can effectively operate, automate, monitor, and manage virtual desktops, servers, networks, data, memory, and storage services which support a broad range of critical business processes at the U.S. Department of State (DoS).

Additional specific capability requirements and RFI response instructions to include required C-SCRM attachments are enumerated in the attached RFI documents.

The DoS is not at this time seeking proposals and will not accept unsolicited proposals for the work described in the attached documents. Responders are advised that the DoS will not pay for any information or administrative costs incurred in responding to this RFI. DoS currently receives similar services via a commercial product. This RFI presents salient technical requirements representative of the planned follow-on acquisition. Not responding to this RFI does not preclude participation in any future solicitation, if issued. It is the responsibility of the interested parties to monitor the System for Award Management (SAM) website (https://sam.gov) for future information pertaining to this intended requirement under the following reference number 1019530027. All submissions become Government property and will not be returned, but will be handled in accordance with applicable proprietary markings and Procurement Integrity Act protocols.

Comments and recommendations regarding the Special Notice/Draft Solicitation Package must be submitted no later than January 6, 2025 at 5:00 pm, Eastern Standard Time by sending an e-mail to MullenMM@state.gov and WarnerJ1@state.gov. The Industry Response shall also provide the following information: Company, name(s), title(s), mailing addresses, phone number(s), and e-mail(s) of designated point of contact, socio-economic status, and the Unique Identity Number (UEI). The North American Industry Classification System (NAICS) Code for this opportunity is projected to be 518210 - Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services.

The RFP is currently planned to be issued under Federal Acquisition Regulation (FAR) Part 12 and FAR 13 procedures. Interested parties will have the opportunity to ask due diligence related questions per FAR Part 10.002(b)(2).

Background
The U.S. Department of State (DoS) is seeking information to assess industry capabilities for providing a commercial-off-the-shelf (COTS) enterprise hybrid cloud computing software and infrastructure platform.

This platform is intended to support critical business processes across the DoS's global operations, which include over 300 sites and 275 missions.
