Description

DeCA envisions a future where the agency has real-time access to accurate, relevant, reliable, and useful data to enable data-driven timely decisions to maximize the value of the commissary benefit to eligible patrons. DeCA's ability to increase the value of the benefit is based on significantly enhancing its ability to increase sales, reduce operational costs, and integrate key decision-making.
Technology modernization success is defined as delivering a full deployment of EBS 2.0 no later than 30 September 2026 to serve as an ecosystem of fully integrated technologies that provide improved performance, increased flexibility, enhanced employee / customer experience, and is capable of continuous, rapid, near real-time, cost-effective improvements. DeCA is seeking a commercially available Retail Grocery solution(s) to deliver:

Background
The Defense Commissary Agency (DeCA) is a component of the Department of Defense (DoD) that reports to the Under Secretary of Defense for Personnel and Readiness. Headquartered at Fort Gregg-Adams, Virginia, DeCA operates a global system of 235 commissaries across 45 states, 13 countries, and two U.S. territories, employing over 14,000 people and generating annual sales exceeding $4.6 billion.

The agency's mission is to provide food and related household items to eligible patrons including active duty members, retirees, and their families. The goal of this contract is to modernize DeCA's Enterprise Business Systems (EBS) to enhance data access and decision-making capabilities, ultimately maximizing the value of the commissary benefit.

Work Details
The contractor will be responsible for delivering a commercially available Retail Grocery solution that encompasses various functionalities including:
- Scalability and Integration
- Agility Layer for Simplification and Integration
- Compliance with Food Safety Regulations and Quality Control
- Enhanced Patron Experience
- Integrated Donation Program
- Centralized Document Management Repository
- Automated Reminders and Alerts
- Streamlined Workflow and Approvals
- Increased Efficiency
- Improved Mobile Inventory Management and Visibility.

Additionally, the solution should address Master Data management, Financial Management processes, Supply Chain Management enhancements, Sales & Marketing improvements, Promotions Management strategies, Category Management optimization, Patron Loyalty & Rewards systems, Pricing strategies, e-Commerce capabilities, Store Operations efficiency, Acquisition Management processes, Facilities Management integration, Data-driven insights through advanced analytics and reporting capabilities. The contractor must also ensure successful implementation of new technologies along with effective organizational change management.

Period of Performance
The contract will be performed over a period leading up to the full deployment of EBS 2.0 by September 30, 2026.

Place of Performance
The contract will be performed at various locations worldwide where DeCA operates its commissaries.
