The Defense Commissary Agency (DeCA) operates 235 military commissaries worldwide, encompassing approximately 3,000 checkout lanes including self-checkouts. This figure includes 177 stores in the continental United States (CONUS), including Alaska and Hawaii, and 58 stores in 12 locations outside CONUS (OCONUS). The commissary system also includes eight central distribution centers (CDCs) in Guam, Germany, South Korea, and Japan, and one central meat-processing plant (CMPP) in Germany. The total number of commissary facilities operated globally is subject to change, based on statutory criteria for the establishment and closure of commissaries and Department of Defense (DoD) policies. Commissaries serve approximately 12 million authorized patrons, including active-duty military, military reserve, National Guard, military retirees, and several other categories.

DeCA is seeking information from industry about modernizing its enterprise business system, which supports all of its commissary store, e-commerce, and warehouse operations, including but not limited to product ordering, invoicing, reconciliation, vendor payment, and patron purchases. The ultimate goal is to replace the current system with an advanced solution that integrates data analytics and automation for improved efficiency and effectiveness. Through this Request for Information (RFI), DeCA seeks to identify entities capable of providing a modernized solution and to improve DeCA's understanding of the capabilities available in the industry. Functional requirements for grocery store operations are comprised of features and capabilities that the software and systems used in store and warehousing operations must have to support the day-to-day functions of the world-wide commissary system. These requirements address various aspects of retail grocery stores and distribution operations in order to ensure efficiency of operations, accuracy of information, and a positive customer experience.

Questions and Requests for Clarifications on this RFI may be submitted via email to deca.gregg-adams.hq.mbx.ebs-mfct@mail.mil no later than 12 March 2024. Please use the attached pre-formatted response document noted as Attachment 1 EBS 2.0 RFI Questions and Answers. Answers to questions will be provided as an amendment to this RFI.
