Request for Information Application Sustainment Operation and Maintenance

Background
The U.S. Department of Agriculture (USDA) Rural Development Business Center (RD) is seeking information for Application Sustainment Operation and Maintenance (O&M) support.

This Request for Information (RFI) is intended to gather market research and does not imply any procurement action by the USDA. The goal of the contract is to enhance the RD Release Management program/process and ensure effective delivery of IT infrastructure services.

Work Details
The contractor will perform a variety of tasks including:
1. **Conflict of Interest Management**: Notify the Contracting Officer (CO) of any potential conflicts and submit mitigation plans as necessary.
2. **Data Rights**: All documents produced will be government-owned, with unlimited rights retained by the government.
3. **Visual Identity Compliance**: Adhere to USDA Visual Identity Guidelines for all public materials.
4. **Production Support Operations**: Provide technical expertise in IT infrastructure services, including incident management, change/configuration management, and release management across various environments (Cloud, web hosting, Mainframe).
5. **Sustainment Engineering**: Implement best practices in Dev/Sec/Ops, automated testing, quality assurance, and Salesforce application support using an Agile Kanban methodology.
6. **Enhanced Communication**: Facilitate communication among functional entities and provide overviews of support systems with various vendors and RD Program staff.
7. **SAFe Agile Implementation**: Implement a SAFe Agile approach for legacy system enhancements in line with RDTO SDLC 3.0.
8. **Documentation and Reporting**: Create and maintain documentation for processes, standard operating procedures, governance policies, and technical writing as required by Cybersecurity and IT Strategy.

Place of Performance
The work will be performed at USDA facilities or remotely as specified.
