COMBINED SYNOPSIS/SOLICITATION

i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures contained in FAR Part 12.6, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

ii. The solicitation number is 12905B25Q0006 and is issued as a Request for Quotation (RFQ).

iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2024-07.

iv. This solicitation is issued as unrestricted. The associated NAICS code is 811210 the small business size standard is $34.0M.

xiii. There are no additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices.

xiv. The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this solicitation.

Background
The USDA Agricultural Research Service (ARS) is seeking to repair the Leica EM ACE600 Sputter/Carbon Thread Unit, which is a critical research tool used by various partners within the Bioproducts Research Unit. The unit has ceased functioning due to a failure in its pumping mechanism, necessitating immediate repair and maintenance services to restore its operational capabilities.

Work Details
The contractor will provide factory-trained engineers to perform one preventive maintenance and emergency repair on-site service visit for the Leica EM ACE600 Sputter/Carbon Thread Unit located at USDA-ARS 800 Buchanan St Albany, California 94710. The scope of work includes:

1) Repairing or replacing the vacuum pump and vacuum gauge;
2) Performing preventive maintenance using the PM kit, changing oil, and cleaning the entire system;
3) Providing all necessary knowledge, expertise, tools, and items required for shipping, installation, and user training on the equipment;
4) Including all labor, travel expenses, and OEM replacement parts in the service;
5) Ensuring that repairs are conducted by certified original equipment manufacturers (OEM);
6) Guaranteeing that all repairs are performed with OEM parts;
7) Conducting maintenance according to OEM specifications;
8) Offering a one-year warranty on all rendered parts and services.
