Description

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Southeast Area (SEA), Sugarcane Field Station in Canal Point FL has a requirement for Repair Crossing House to be performed in strict accordance with attached Statement of Work (SOW).

Scope:
The Contractor shall provide all professional services, personnel, tools, material, equipment to repair the 30' x 198' Crossing House by completely re-skinning the building by replacing the existing siding with the same type of siding. The approximately 12'x5' section of displaced masonary block will be re-aligned with building masonary so that it returns to flush and sealed against weather. The puncture of damaged blocks in the masonry side wall will be repaired. The corroded exterior door and frame will be replaced with new steel door and frame and repainted according to existing colors. The existing boiler shall be replaced with a high efficiency oil fired boiler that matches or exceeds the required specifications of the existing 1005000 btu/hr boiler. The drains in the troughs inside the Crossing House shall be filled with concrete and the void underneath the Crossing House on the outside of the boiler room shall be filled with concrete. This void was caused by the drains inside the troughs having corroded to the point that all fluids from the troughs that went down the drains caused the washout underneath the building. The overflow drains shall remain intact.

The solicitation number is 12405B23R0030. This is being solicited as a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 236210. The small business size standard is $39.50.

Site Visit:
Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

All QUESTIONS regarding this solicitation must be submitted in writing ONLY to the Contracting Officer, Shalunda Mix, via email to shalunda.mix@usda.gov. Questions must be submitted by August 18, 2023, no later than 12:00 p.m. Central Time (CT). Answers to all questions received by that time will be posted as an amendment to the solicitation. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned.

Proposals must be received by Friday, August 25, 2023, no later than 2:00 p.m. Central Time (CT). Proposals must be emailed to Contracting Officer, Shalunda Mix at shalunda.mix@usda.gov. Proposal must be annotated as such and reference the solicitation number. Please reference solicitation number and brief project description in email subject line.

All proposals shall be in unlocked MS Word format and all cost proposals shall be detailed and presented in unlocked MS Excel format with formulas working. Contractor shall perform the work as specified in the Statement of Work (SOW).
