Repair Buoy Yard   3

Background
The U.S. Coast Guard is issuing this solicitation for the construction requirement to repair the Buoy Yard. The goal of this contract is to enhance the operational capabilities of the Coast Guard by ensuring continued access to equipment laydown and storage areas while performing necessary repairs and upgrades.

Work Details
The contractor shall perform a topographic survey and prepare a specified grading plan. Tasks include:

- Temporarily relocating or demolishing storage sheds/containers;
- Demolishing the HAZMAT area;
- Removing perimeter fencing and vegetation;
- Stripping and stockpiling RCA and RAP surface treatments for reuse;
- Stripping existing asphalt, regrading, and repairing areas per the grading plan;
- Compacting the subgrade;
- Relocating underground electrical service for storage containers;
- Placing geotextile and geogrid reinforcement;
- Backfilling with compacted imported base course and grading;
- Installing asphalt and concrete pavement;
- Installing stockpiled RCA and RAP surfaces;
- Installing replacement perimeter fencing and HAZMAT fencing;
- Loading and seeding disturbed areas; and
- Reinstalling storage sheds/containers.

The construction will be executed in two phases to maintain access to the Buoy Yard equipment laydown and storage areas. Phase 1 includes all work as outlined in the drawings, while Phase 2 will consist of remaining work after Phase 1 completion. All work must comply with specifications for PSN 16191810 (280 pages) and Drawings P16191810 (16 sheets).

Period of Performance
Mobilization will not occur until April 2025 at the earliest, with a total completion time of not later than 325 calendar days after receiving notice to proceed.

Place of Performance
The construction projects will take place at the U.S. Coast Guard Buoy Yard.
