Background
The solicitation is for the renovation of Building 154 at Naval Support Facility (NSF) Indian Head, Maryland. The work involves removing the exterior skin, retaining the existing superstructure, creating new foundations, reskinning the building with an insulated metal panel system, and fitting out the interior to support lab/admin functions. The project also includes the complete design of all utilities required by the renovation of the building. The estimated budget for this project falls between $25,000,000 and $100,000,000. The Department of Labor (DoL) General Decision Number MD202400500 05/17/2024 applies to this work, and liquidated damages will be assessed for delays in completion. The contractor is responsible for obtaining all utilities required for construction and testing at their expense.

Work Details
The work involves removing the exterior skin (walls and roof), retaining the existing superstructure, creating new foundations to support a new 2nd floor structure, saw cutting the slab as needed to accommodate utilities, reskinning the building with an insulated metal panel system to match the existing appearance, and fitting out the interior to support lab/admin functions programmed for the building. Additionally, it includes designing all utilities required by the renovation of the building. The new building program includes approximately 20,000 square feet (SF) of biological, chemical, radiological labs, storage, and loading dock areas on the ground floor, and approximately 16,000 SF of administrative and mechanical spaces on a newly constructed partial second story. The proposed second floor operations include leadership/admin offices, storage space, workstations, and meeting rooms.

Period of Performance
The desired completion of construction is within 654 calendar days after award (includes 15 calendar days for submission and approval of bonds and insurance).
