The purpose of the amendment to this RFI is to incorporate Questions and Answers. The attached PDF document entitled, "RRM RFI Responses" contains the Government's reponses to the questions that were submitted by the deadline.

Other than the changes noted above and in the attached document, the RRM RFI remains unchanged, and the submissions are due no later than Monday, September 18, 2023, at 12:00 pm ET.

U.S. Immigration and Customs Enforcement (ICE) is seeking Request for Information (RFI) from vendors for the following services/supplies:

-Monitoring Technology

-Participant Coordination Services

-Community Services

A full description of the RFI parts is attached to this request. Interested vendors can respond to one or more parts of this RFI in a single response or multiple responses.

Questions shall be submitted in written form via email only to OAQ_RRM1@ice.dhs.gov by Monday, August 28, 2023, at 12:00 pm ET. Responses to inquiries is at the Government's discretion. Telephone inquiries will not be addressed. Submissions are due no later than Monday, September 18, 2023, at 12:00 pm ET.

Background
U.S. Immigration and Customs Enforcement (ICE) is seeking Request for Information (RFI) from vendors for the following services/supplies: Monitoring Technology, Participant Coordination Services, and Community Services. The purpose of the amendment to this RFI is to incorporate Questions and Answers. ICE oversees individuals potentially subject to removal in both a detained and non-detained setting. Release and Reporting Management (RRM) will apply to noncitizens released from Department of Homeland Security (DHS) custody pursuant to an Order of Release on Recognizance (OREC), an Order of Supervision (OSUP), a grant of parole, or a bond.

Work Details
The RFI seeks innovative approaches to partnering with ICE to incorporate a robust Community Services contract. The services include in-depth evaluation, maintenance of up-to-date information about the availability of community services for noncitizens, referrals for psychosocial and stabilization services, provision of information about the legal process, departure planning assistance, and a data management system to track and monitor program success.
Service providers are requested to respond with a Capability Statement describing their approach for partnering with ICE to furnish the service requirements described above and providing an estimated service implementation timeline.

Nationwide policy and operational structure for all of ICE’s non-detained programs.
