Background
The U.S. Small Business Administration (SBA) was established in 1953 as an independent agency of the federal government to support small business concerns and strengthen the overall economy.

The Office of General Counsel (OGC) represents the SBA in litigation and provides legal advice on various matters, including FOIA requests and agency hearings. The OGC requires a cloud-based eDiscovery solution to manage large volumes of electronic data for investigations and litigation, supporting ten users.

Work Details
The contractor will host, support, and maintain a cloud-based eDiscovery solution throughout the contract period.

Key tasks include:
1. Activation - Grant access for ten end users to a fully operational eDiscovery solution configured per requirements.
2. Administrative Account - Assign administrative rights to three end users.
3. Support Services - Establish a dedicated support channel or helpdesk for ongoing user inquiries and technical troubleshooting.
4. Training - Conduct web-based interactive training sessions for users on navigating and utilizing key features of the system.

The solution must include: a cloud-based platform fully hosted in the cloud; built-in security controls such as data encryption and multi-factor authentication; an integrated suite of tools for data collection, processing, review, and analysis; advanced search functionalities; collaboration tools; case management capabilities; production preparation features; comprehensive audit logs; reporting capabilities; analytics tools; automated legal hold management; and administrative user tools for managing accounts and permissions.

Period of Performance
The period of performance consists of a base period lasting 12 months, starting from September 7, 2024, to September 6, 2025.
