Regional Grounds Maintenance Services

Background
Naval Facilities Engineering Command Washington (NAVFAC WASH) is soliciting sources for Regional Grounds Maintenance Services across NAVFAC WASH’s Area of Responsibility (AOR). The AOR extends up to 100 miles from the Washington Navy Yard, Washington, DC. The work shall be performed at various locations throughout the Naval District Washington, including but not limited to Naval Support Activity Washington Navy Yard, Naval Research Laboratory (NRL), Marine Corps Barracks, Naval Support Facility Arlington Service Center (ASC), United States Naval Observatory (USNO), Naval Support Facility Carderock, Naval Support Facility Dahlgren, Naval Support Facility Indian Head, Naval Medical Center Bethesda, Marine Corps Base Quantico, and other sites within a 100-mile radius of Washington, DC.

Work Details
The contractor shall perform grounds maintenance services including grounds maintenance, landscaping, pest control, unwanted vegetation and invasive plants control, lawn/turf/ornamental pest control, pavement clearing, street sweeping, and snow clearing. The procurement will involve both Recurring Work and Non-Recurring Work line items. The RFP will be solicited using a one-step competitive procurement under Contracting by Negotiation. Responses to this sources sought may be used by NAVFAC to determine contract strategies.

Period of Performance
The contract term will be a base period of one year plus four option years. Only the base period of the contract will offer a minimum guarantee. If the government does not award a follow-on contract in time, they may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause.

Place of Performance
The work will be performed at various locations throughout the Naval District Washington and other sites within a 100-mile radius of Washington, DC.
