Background
The U.S. Army Contracting Command – New Jersey is seeking potential sources for Refuse Collection and Recycling Services for the 99th Readiness Division located in Alexandria, VA. The goal of this contract is to ensure a clean, environmentally safe workplace free of debris and pests, aligning with the agency's mission to maintain operational readiness and support its facilities.

Work Details
The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation, fuel, and other non-personal services necessary to deliver refuse collection and recycling services as outlined in the Performance Work Statement (PWS). Services include:
- Refuse pickup and disposal
- Recycling pickup and disposal
- Maintenance of containers and transfer vehicles
- Compliance with local, state, and federal regulations
- Implementation of a Quality Control program to ensure adherence to contract standards
- Execution of a Quality Assurance Surveillance Plan (QASP) to evaluate contractor performance against established performance standards.

The contractor must also maintain an adequate workforce during operational hours (8:00 AM to 4:30 PM, Monday through Friday) and adhere to recognized federal holidays.

Period of Performance
The period of performance for this contract will consist of one 12-month base year followed by four 12-month option years.

Place of Performance
The work will be performed at the Lieber US Army Reserve Center located at 6901 Telegraph Road, Alexandria, VA 22310.
