Background
The Department of the Air Force, specifically the AFLCMC/PZI (FA2835), is issuing a justification for a firm-fixed-price construction contract awarded to H.V. Collins Inc. for building renovations at Hanscom Air Force Base, Massachusetts.

The goal of this contract is to renovate approximately 13,650 square feet of non-controlled administrative space into controlled space compliant with Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities (ICD-705). This project is critical to accommodate the progressive placement of up to 70 employees in a certified Special Access Programs Facility (SAPF) and Sensitive Compartmented Information Facility (SCIF) by December 2025.

Work Details
The contract encompasses various construction tasks including:
- demolition of existing structures,
- initial wall construction,
- compliance with ICD-705 standards,
- installation of Heating, Ventilation, and Air Conditioning (HVAC) systems,
- restroom renovations,
- fire protection measures,
- window infill,
- interior finishes, and RF shielding.

Additionally, it includes management of furniture, fixtures, and equipment (FF&E), installation of Access Control System/Intrusion Detection System (ACS/IDS), and Fiber to Desk wiring. The contractor will also provide design support services to identify long-lead items and conduct constructibility reviews while ensuring compliance with Department of Air Force Instructions (DAFIs), Building Codes, Unified Facilities Criteria (UFC), and specific guidance from Hanscom AFB.

Period of Performance
The period of performance for this contract is estimated to begin in the 4th Quarter of FY2024 and is expected to be completed by April 14, 2026.

Place of Performance
The construction projects will be performed at Hanscom Air Force Base in Massachusetts.
