UPDATE 01/17/2025 - Amendment 02 has been posted. The purpose of this amendment is to rearrange Option Periods CLINs, Include FAR clause 52.217-8 in the solicitation and CLINs for Option Period V, provide Government responses to Offerors' questions, and incorporate the updated Instruction to Offerors (ITOs). As a result of this amendment, the quote submission date has been extended to 22 January 2025 at 10 AM/EST. Please see attached Amendment 02 for further details.

** NOTE: The Offeror shall complete the Schedules of Supplies and Services (CLINS) of the Amendment HHM40225Q0015/02 (SF 30) by inserting price elements (unit price and extended amount) for all FFP CLINs for base and option periods IAW the updated ITO in Amendment 02. **

This RFQ is for DIA HQ Recycling Services.

A Firm Fixed Price (FFP) Contract is contemplated resulting from this solicitation.

The requirement is a 100% small business set-aside, with a NAICS code of 562111, Solid Waste Collection with a size standard of $47M.

All Questions shall be submitted to Dasol Robinson (dasol.robinson@dodiis.mil) and Janae Glenn (janae.glenn@dodiis.mil) no later than 1000 EST, 14 January 2025.

Award is subject to the availability of funds (STAOF). Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

Background
The Defense Intelligence Agency (DIA) Headquarters is seeking to establish a recycling program due to the lack of a recycling method since the United States Navy's departure from Joint Base Anacostia - Bolling.

The goal of this contract is to provide efficient recycling services at DIA HQ, located at 200 MacDill Blvd S.E., Washington, DC 20340.

Work Details
The Contractor shall provide all personnel, equipment, tools, materials, transportation, supervision, and other items and services necessary to perform recycling services at DIA HQ on a monthly basis.

The tasks include:
- Delivering one empty 30-yard Open Top trailer upon government request;
- Collecting and hauling away one fully loaded 30-yard Open Top trailer of commingled aluminum cans and plastic bottles;
- Collecting three 3ft x 3.5ft x 4ft carts of paper;
- Collecting ten 3ft x 4ft Gaylord boxes of shredded paper;
- Collecting two bales of cardboard;
- Providing empty containers and boxes for usage at the start of the contract and during each collection.

The Contractor must maintain cleanliness in designated areas and respond to additional service requests within twenty-four hours. All pick-ups/drop-offs must occur Monday through Friday between 07:00 and 15:30.

Period of Performance
The period of performance for the base contract is from February 3, 2025, to February 2, 2026. There are options for additional recycling services that may extend the contract through February 2, 2030.

Place of Performance
The contract will be performed at DIA HQ located at 200 MacDill Blvd S.E., Washington, DC 20340.
