Recycling Services for USCG Base Kodiak, Kodiak, AK

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(A) The solicitation number is 70Z08423QKODI0002 and is issued as a Request for Quotation (RFQ). Submit written quotes (oral quotes will not be accepted). This requirement is for Recycling Collection and Disposal Services at USCG Base Kodiak, Kodiak, Alaska.

(B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. Service Contract Labor Standards Wage Determination Number 2015-5687, revision 20 dated 7/27/2023 is applicable and is attached.

(C) This acquisition is issued as Unrestricted. The associated NAICS code is 562920 and the small business size standard is $25 million.

(D) When submitting your quotation, please utilize Schedule of Services and unit prices form (Attachment 1).

(E) Description/Statement of Work/Specification:

Please refer to Attachment 3 Performance Work Statement (PWS) for all Recycling Collection service requirements.

(F) Date(s) and place(s) of delivery and acceptance:

This service is for a base year of 01 March 2024 through 28 February 2025 and contains four one-year options that can take this service through 28 February 2029, if exercised by the Contracting Officer. The place of performance for this service is USCG Base Kodiak, Kodiak, Alaska.

(G) FAR Provision 52.212-1, Instructions to Offerors Commercial (JAN 2017), is incorporated by reference and applies to this acquisition:

Please see the attached RFQ terms and conditions for the submission requirements. Offerors' quotation shall confirm to the required PWS as reference in paragraph E and as attached to this solicitation (Attachment 3). The offeror shall complete pricing for the specific services listed within the Schedule of Services and Unit Prices. Any offeror not conforming to the requirements herein shall be deemed ineligible for award.

(H) Evaluation FAR Provision 52.212-2:

The following factors shall be used to evaluate offers:

1. Lowest Price Technically Acceptable

2. Technical Plan

3. Past Performance

(I) Offerors are required to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications Commercial Items, with its Alternate I, with their offer. Offerors may complete this online at SAM: www.sam.gov. An offeror must state in their offer if they completed FAR 52.212-3 with Alternate I online and that is it up-to-date and valid.

(J) Date, time and place offers are due.
