Rapid DMSMS, Risk, and Obsolescence Solutions

The 448th Supply Chain Management Wing (SCMW), within the Air Force Sustainment Center (AFSC), would like industry perspectives on a potential 448th SCMW and Industrial Base reverse engineering and manufacturing framework to rapidly solve availability issues derived from Diminishing Manufacturing Source and Material Shortages (DMSMS), supply chain risk, and obsolescence challenges.

The 448th SCMW is open to various solutions to include a consortium framework consisting of Small Businesses, Traditional and Non-Traditional Firms, Academia, Original Equipment Manufacturers (OEMs), and AFSC Organic (Innovation Center) reverse engineering, repair development, and manufacturing capabilities.

Assumptions: The 448th SCMW would provide available serviceable and/or unserviceable assets, any existing technical data, and a desired solution set (in terms of deliverables). Deliverables may include, but would not be limited to, prototype assets, procurable technical data packages, and manufacturing runs required to fulfill immediate 448th SCMW needs and industrial base business case requirements (e.g., timeframe to recover investment costs). It is envisioned that after requirement delivery and the timeframe to recover investment costs (whichever would be advertised or negotiated) are completed, all delivered technical and supply chain data will be provided to the 448th SCMW with unlimited rights.

The 448th SCMW is interested in your thoughts from your perspective as to how to rapidly solve availability issues derived from DMSMS, supply chain risk, and obsolescence challenges utilizing the assumptions above. Please include perspectives on feasibility, attractiveness, expectations of a successful framework, and the potential for utilizing agile methods in demonstrating equivalency of reverse engineered parts (i.e., how you would demonstrate reverse engineered parts are form, fit, and functionally equivalent). Inputs on lessons learned from unsuccessful frameworks are also welcomed.

While there is no prescribed format for delivery, all submissions are limited to 25 pages. The 448th SCMW does not intend to award a contract nor pay for any information, presentation or materials provided in response to this Request For Information (RFI). If requested, presentations may be given at Tinker AFB, OK, after submittal of written inputs.
