Background
The Department of Veterans Affairs (VA), Financial Services Center (FSC) is authorized by Management Reform Act of 1994 to provide common administrative support services on a reimbursable basis to VA and Other Government Agencies (OGA’s), as a Franchise Fund. The goals of the Franchise Fund organizations include lowering overhead costs, improving the quality and delivery of services, creating economies of scale, eliminating redundant services, and being auditable.
VA-FSC requires operations and maintenance (O&M) support and support to implement change requests for their claims adjudication system. This system is used to adjudicate, process, and prepare for payment of healthcare claims submitted by healthcare providers. As a franchise organization, the FSC has existing and potential customers that can be migrated into the system.

Work Details
The solicitation is for eCAMS Support Software with a period of performance of 12-month from date of award with two 12-month option periods. The contract will result in a Firm-Fixed Priced Delivery order with a Time-in-Material for Change Order Request.
The tasks include operations and maintenance (O&M) support, software technical support, patches for bugs and issues, software updates and quality improvement, change requests, system configuration and implementation, system documentation, training and user documentation, enterprise and IT framework compliance, security and privacy requirements compliance, method and distribution of deliverables, performance metrics, facility/resource provisions, government furnished property provisions, shipment of hardware or equipment provisions.

Period of Performance
The period of performance for this effort shall be March 19, 2023 to March 18, 2024.
