***INTENT TO SOLE SOURCE NOTICE-*** Estimated Date of Award: November 25, 2024, Synopsis: The Department of Veterans Affairs, Columbia, South Carolina intends to award a sole source contract to Ronco Specialized Systems, Inc. located at 84 Grand Island Boulevard, Tonawanda, New York 14150-6604, for an annual technical and software support agreement for Nurse Call 5 system, Service Agreement, Part Number: 369100, Manufacturer: Rauland. The contract shall be established for a base year and four (4) consecutive option years, for a total of five (5) years. This entitles the facility to software upgrades and 24/7 technical support from Rauland (through Ronco) via VPN access. Purchasing the Agreement gives Ronco the right to obtain and provide updated software for the Customer. Updates normally include software repairs and feature enhancements. Rauland Tech Support will provide 24/7 telephone support to Ronco on behalf of the Customer. Rauland Tech Support will provide onsite support, if required. The visit will be billable if the error/cause is determined to be the fault of the facility. This Agreement includes the licensing and on-site labor to perform and test one major T-upgrade (if a new T-revision is released by Rauland during the annual Agreement period). This is presumed a single-phase, in-place upgrade. Any additional phasing and/or migrations requested by the customer will incur additional labor costs. Upgrades are performed on a system-wide platform and Ronco will work with the facility to explain and plan the upgrade process, including any potential downtime during firmware and/or software integration upgrades during the Responder 5 upgrade. Coordination, scheduling, and communicating amongst all facility departments and personnel is the responsibility of the facility. The applicable NAICS code for this procurement is 334290 with a business size standard of 800 employees. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 2 days (NLT) November 1, 2024, at 10:00a.m. ET) after date of publication of this notice. A determination by the Government not to compete with the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Attached is a copy of the approved justification and approval notice that supports the sole source award.
