The purpose of this notice is to gather capabilities and market information pertinent for acquisition planning. The responses to this Sources Sought will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement. THERE IS NO SOLICITATION AT THIS TIME This Sources Sought does not constitute a request for quotes or proposals. Submission of any information in response to this Sources Sought is purely voluntary. The Government assumes no financial responsibility for any costs incurred. DESCRIPTION OF REQUIREMENT: VA is seeking a Contractor to provide direct support for the Healthcare Technology Management (HTM) Professional Development Program via program office support, competency development, and training support for the HTM Community. Contractor support must include the purchasing and/or development of commercial-off the-shelf (COTS), Government-off-the-shelf (GOTS), and/or tailored COTS/GOTS training and competency development products. The Contractor must provide training development and delivery, to include Contractor-led, government-led, and/or hybrid solutions. The Contractor must plan, develop, deliver, and manage required competency development offerings to enable the HTM community s drive to provide the best patient outcomes to the Veteran community. The Contractor must provide and manage the necessary tools to enable an effective HTM Professional Development Program in support of long-range, near-term, and emergent requirements. This includes the development, management, and enhancement of the HTM Training & Education SharePoint site via Agile sprints and implementing augmented analytics to better inform HTM stakeholders. The target audience for training offerings is the VHA HTM Community, including managerial, non-managerial, and entry-level staff. The following tasks are required: HTM Course Deliveries and Support The Contractor must provide logistics and moderator support to include the coordination of internal and external Subject Matter Experts (SMEs), speakers, and instructors. At the completion of each delivery, the Contractor must complete a Training Completion Report that includes class daily attendance and a summary of course evaluations. The Contractor must support the development and delivery of completion certificates if required. The HTM Training & Education SharePoint Site will support courses, webinars, registration processes, and other needed logistical and file management requirements to enable the competency development of the HTM Community. The Contractor will develop and maintain an Agile-based Requirements and Prioritization Tracker to support the incremental and iterative maintenance and development of the HTM Training & Education SharePoint Site. This site will support the Training & Education needs for the HTM Program Office to include products and requirements from other VA working groups and contractors. HTM Course Maintenance and Support The Contractor must maintain HTM GOTS courses to incorporate changes in policy or content. The Contractor will analyze, design, develop, implement, evaluate (ADDIE) and maintain training events and materials to include instructor-led training (ILT), Web based training (WBT), webinars, job aids, videos, and other materials to support the VA Biomedical / HTM Community. The Contractor must support up to 50 custom, commercial-off-the-shelf (COTS), Government-off-the-shelf (GOTS), and/or tailored COTS/GOTS training and learning products to achieve optimized HTM Professional Development Program value. HTM Course Development The Contractor will plan, design, and develop up to 10 new HTM courses encompassing one-day, two-day, three-day, four-day, and five-day courses as determined by HTM. For each new course, the Contractor will develop a Course Design Document (CDD) and course content with the support of SMEs knowledgeable on the VA s requirements. Contractor will create a course flyer for each course. HTM Program Office Support and HTM Professional Development Program Support The Contractor will provide ad hoc project management, administrative support, and design, development, and delivery of training to include webinars, functional training, soft-skills training, video shorts, and other support for the VHA HTM community s competency development requirements. This support is envisioned to include updates to the HTM Course Catalog, the tracking and reporting of Key Performance Indicators (KPIs) for HTM Training and Education, providing HTM community outreach support, and other support that enables the HTM community competency and performance development. Support may include the planning, logistics management, and moderating of offerings including those in the HTM Course Catalog and other HTM events that support the competency development of staff. COTS Training Solutions and Supplemental Resources The Contractor will procure commercial-off-the-shelf (COTS) training solutions and supplemental resources. Capabilities Statement and Market Information - no more than five pages Please respond to the following questions by providing a capabilities statement and market information: Please describe your experience working with Government agencies. Specifically, what processes do you have in place to submit a timely and quality quote? Please describe whether your organization has facilitators (or access to external facilitators) capable of delivering and/or facilitating the HTM courses listed under task 1. Is your organization capable of enlisting COTS partners as needed for course delivery? If you are a SDVOSB or VOSB, can you provide the required services and meet Subcontracting Limitations found at VAAR 852.219-75? Please explain. If you are a Small Business (SB), can you provide the required services and meet Subcontracting Limitations found at FAR 52.219-14? Please explain.
