Veterans Health Administration (VHA) Office of Workforce Management & Consulting (WMC) Human Resources Development (HRD) Training Delivery Platform Request for Information This market research effort is being conducted for the Office of Workforce Management & Consulting (WMC) for a training delivery platform. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) and Workforce Management and Consulting (WMC), Human Resources Development (HRD) supports the learning and professional development needs of approximately 10,000 HR Professionals across the agency. This includes the VHA Flagship Program, the Human Resources Specialist Training and Accelerated Readiness (HR STAR) program that onboards 1,000 trainees per year, using a college-level platform. HRD provides training services to support closing current and previously identified competency gaps among the VA HR workforce. HRD has a need for Contractor support to provide a Virtual Learning Environment (VLE) with community engagement modules to facilitate community of practices. This need includes the need for sophisticated, monitored knowledge checks throughout learning modules, capacity for live meetings within the curriculum system, grading by learner and tracking by instructor. The HR STAR trainees continued employment is based on the ability to have sophisticated grading and tracking for every cohort throughout the program up to the point of placement. The VHA is seeking information from sources (contractors) for support of HRD Training Delivery Platform services.
