TEFP DOE LPO Sources Sought

Background
The Department of Energy (DOE) is seeking to reduce the burden of its Loan Program Office’s (LPO) requirements on Tribes applying for the Tribal Energy Financing Program (TEFP).

The TEFP aims to provide financial and technical assistance to applicants who have completed Part I requirements but face financial barriers in achieving the Part II Viability Application submission. This assistance will help determine project viability and the reasonable prospect of repayment, facilitating a smoother due diligence process for applicants.

Work Details
The contractor will independently furnish necessary personnel to perform tasks specified for each LPO TEFP applicant under a Statement of Work (SOW).

Key workstreams identified by DOE include:
1. Owner Engineer’s Reports, which require an independent engineer’s report covering technology readiness, engineering design, project scheduling, cost estimates, contractual arrangements, supply chain proposals, risk assessments, labor requirements, permitting, testing, maintenance, and decommissioning plans.
2. Market Analysis involving a comprehensive study/report on the project's output including market trends, competitor analysis, competitive advantages, and risk mitigation strategies.
3. Project Financial Models and Analysis that includes a working financial model with pro-forma statements detailing assumptions and calculations over specified timeframes.
4. Preliminary Credit Assessments from acceptable financial institutions or rating agencies to evaluate the project's financial strength without DOE loan guarantees.
