Background
The U.S. Environmental Protection Agency (EPA) is seeking sources to provide support for EPA’s Stratospheric Protection Division on Substitutes and Embodied Carbon. The Stratospheric Protection Division (SPD), a division within the Office of Atmospheric Protection (OAP), is responsible for restoring the earth's stratospheric ozone layer by ensuring the safe transition from ozone-depleting substances (ODS) towards acceptable alternatives to protect human health and the environment, both nationally and internationally. The Division is responsible for implementing Title VI of the Clean Air Act (CAA) and the American Innovation and Manufacturing Act (AIM Act) for the phasedown and control of hydrofluorocarbons (HFCs).

Work Details
This is a sources sought notice to conduct market research and determine the availability and technical capability of all sources that may provide the required products and/or services.
The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541620 – Environmental Consulting Services, with the corresponding size standard of $19M.
Responses are requested from all sources that can provide the required services under the NAICS Code, including qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies.

Period of Performance
EPA anticipates awarding a single Time and Materials contract with a 12-month period of performance.
