Background
The Southwestern Power Administration (SWPA), part of the U.S. Department of Energy, is responsible for providing reliable electric power to various regions. The goal of this contract is to develop protective relay settings for 69kV, 138kV, and 161kV transmission lines across multiple locations within SWPA's jurisdiction. This contract is intended to ensure the safety and reliability of the electrical grid by implementing necessary protective measures.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and other items as needed to develop protective relay settings for 69KV, 138KV, and 161KV transmission lines. All work must be conducted in strict accordance with the attached Performance Work Statement and the Wage Determination.

The contract includes three line items:
1. Base Year: Develop protective relay settings for specified transmission lines.
2. Option Year 1: Continuation of services for the same scope.
3. Option Year 2: Further continuation of services as required.

Period of Performance
The period of performance for the base year is from January 15, 2025, to January 14, 2026. There are two additional option years available from January 15, 2026, to January 14, 2027, and from January 15, 2027, to January 14, 2028.

Place of Performance
The work will be performed at various locations throughout the Southwestern Power Administration areas.
