The Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to acquire, on a sole source basis, Professional Services in support of the Military Operations Research community to conducted large, classified and unclassified symposia and smaller classified and unclassified special meetings for the following military organizations: Program Analysis and Evaluation, Office of the Secretary of Defense Center for Army Analysis (HQDA/Programs, G-8) Assessment Division, Chief of Naval Operations (N81) Studies and Analyses, Assessments and Lessons Learned (HQ USAF/A9)Marine Corps Combat Development Command (MCCDC) Resources and Assessment, the Joint Staff, Director of Force Structure (J8)Science & Technology Directorate, Department of Homeland Security (DHS)The purpose of these symposia and meetings is to vet studies and analyses in support of executive decision-making, and for professional exchange and peer review and criticism among military officers, theoreticians, practitioners, students and other users of military operations research. The annual classified symposia take place on a rotating basis at the Services TM Academies. The classified and unclassified special meetings take place mainly within the National Capital Region. The NAICS Code is 813920 and the Small Business Size Standard is $14M. The period of performance is January 1, 2014 through December 31, 2014 plus four one-year option periods. The proposed sole source contractor is the Military Operations Research Society (MORS). The proposed cost plus no fee contract action is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all information received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
