Background
The Department of State (DOS) is seeking Performance Management, Evaluation, and Learning Services (PMELS) under a commercial multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The IDIQ will have a two-year base ordering period with three one-year options to extend the ordering period. The program ceiling for all contracts and task orders awarded as a result of this contract is $150M.

Work Details
The PMELS IDIQ SOW covers five Functional Areas (FA): Security, Civilian Security, Rights, and Stability; Diplomacy, Media, and Cultural Affairs Programs; Economics, Environment, Science, Technology & Health; and Management Platform. Contractors are expected to apply a broad range of qualitative and quantitative methods for data collection and have the organizational capacity to provide oversight, management, and quality control in the execution of task orders emanating from the IDIQ. The IDIQ supports the development and implementation of the Evidence Act deliverables.

Period of Performance
The total ordering period for the IDIQ contract awards shall be a two-year base ordering period with three one-year options to extend the ordering period. The IDIQ also includes the contract up to six months.

The terms for each Task Order placed under the IDIQ contract shall be specified in the individual Task Order. An individual Task Order period of performance may not exceed the IDIQ period of performance by more than one year.

Place of Performance
Place of performance will be identified on each Task Order Request for Proposal (TORFP), with most work anticipated to be performed at the contractor site. Contractors are authorized to enable staff to telework when onsite presence is not required.
