Background
The Air Enforcement Division (AED) of the U.S. Environmental Protection Agency (EPA) oversees and conducts judicial and administrative enforcement activities under the Clean Air Act (CAA), the Act to Prevent Pollution from Ships (APPS), and the American Innovation and Manufacturing Act (AIM). AED is responsible for enforcing the provisions of the CAA that address stationary sources of pollution, mobile sources of pollution, regulations related to greenhouse gases (GHGs), and the phase down of hydrofluorocarbons (HFCs) under the AIM Act. AED also ensures the enforceability of regulations promulgated under the CAA and provides national direction, leadership, and consistency in case selection, case development, litigation, and resolution of civil judicial and administrative enforcement actions pursuant to its statutory authorities.

Work Details
The contractor shall provide enforcement support for the EPA’s compliance monitoring and enforcement activities. The work will involve field inspections, investigations, sampling, documentation reviews, collection and analysis data and reports, evaluation of products and services, document and evidence management, audits, as well as providing training and technical assistance on enforcement matters related to the enforcement programs. The work shall be in support of Fuels Enforcement Branch (FEB), Hydrofluorocarbon Enforcement Program (HFCEP), Vehicle and Engine Enforcement Branch (VEEB), and Stationary Source Enforcement Branch (SSEB) within AED. Most of the work is anticipated to account for at least 90 percent of the level of effort for FEB, HFCEP, and VEEB.
