This is a sources sought announcement only. This is not a solicitation for proposals and no contract will be award from this announcement. The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 621111, Offices of Physicians (except Mental Health Specialists) with a size standard 16 million dollars. The Department of Veterans Affairs (VA), Network Contracting Office 16 (NCO 16) is seeking to identify any vendor capable of providing a pool of qualified and experienced Board Certified/Board Eligible Internal Medicine/Family Medicine or Emergency Medicine Physician Services 24 hours per day/7 days a week on site for the Emergency Department of the G.V. (Sonny) Montgomery Veterans Affairs Medical Center, 1500 East Woodrow Wilson Drive, Jackson, MS 39216. All physicians referred for privileges must have a full unrestricted license in any of the 50 states, extensive Emergency Department experience within the VA system, have a solid working knowledge of the Electronic Health Record (EHR) System and must have experience using the Emergency Department Integration Software (EDIS) system. Hours of coverage consists of 24 hours per day/7 days a week. Day shifts as needed, full evening and night shift coverage, and 24 hour coverage on weekends and federal holidays. Firms with experience in providing qualified and experienced Board Certified/Board Eligible Internal Medicine/Family Medicine or Emergency Medicine Physician Services 24 hours per day/7 days a week are encouraged to provide a capabilities statement. Prior to issuing a solicitation, and pursuant to the Veterans First Contracting Program, the VA is trying to ascertain if there are any qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) with the capability of providing the above services: (Respondents are not limited to SDVOSB/VOSB concerns; the Government seeks to identify all potentially interested sources). Responses to these sources sought must include the following information: 1. Your company name, address, contact person name, phone number, fax number, e-mail address(s) and ueiSAM Number and company website if available. 2. Your company GSA/FSS contract number if available. 3. Socio-economic status of business (i.e. VetCert verified SDVOSB/VOSB, 8(a), HUB Zone, Women Owned Small Business, Small disadvantaged business, or Small Business HUB Zone business) 4. Capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. 5. Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g. if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside). The interested vendor should submit an email to troy.davis@va.gov. All responses must be received in writing no later than 12:00 PM CST on March 3, 2023. Work Details
The Contractor shall furnish all personnel to provide services necessary to perform onsite Emergency Department Physician Services to eligible beneficiaries of the Department of Veterans Affairs Medical Center, G.V. (Sonny) Montgomery VA Medical Center, Jackson, MS. The VAMC Emergency Services are accredited by The Joint Commission (TJC) and follow the standards & guidelines set forth by American College of Emergency Physicians (ACEP). The services include evaluation, emergent treatment and management for various medical conditions, patient care, medical records management, patient safety reporting, licensing and certification maintenance, mandatory training completion, privacy and confidentiality compliance, and utilization of EDIS software.

Period of Performance: BASE YEAR: June 1, 2023 to May 31, 2024; OPTION YEAR ONE (1): June 1, 2024 to May 31, 2025; OPTION YEAR TWO (2): June 1, 2025 to May 31, 2026; OPTION YEAR THREE (3): June 1, 2026 to May 31, 2027; OPTION YEAR FOUR (4): June 1, 2027 to May 31, 2028
