Purchase of Scrap Metal from the US Navy

Background
The Naval Surface Warfare Center, Carderock Division (NSWCCD) is responsible for selling scrap material directly to the public through its Qualified Recycling Program (QRP). The program is located at 9500 MacArthur Blvd, West Bethesda, MD 20817-5700. The goal of this contract is to find a purchaser who can buy and remove recyclable materials, with the sale being determined by the highest percentage of the price per gross ton based on the American Metal Market (AMM) Published Price list.

Work Details
The contract involves the purchase and removal of various types of scrap metal categorized into three items:

1. **Small Bin/Dumpster (10-20 yards)**: Estimated total volume of 500,000 lbs. (250 tons) per year. This includes mixed scrap metal and metal equipment (no HAZMAT), such as:
- Iron
- Aluminum
- Nickel
- Brass
- Stainless Steel
- Steel (treated and untreated)
- Frequency of pickup: Approximately 25 times per year.

2. **Large Bin/Dumpster (30-40 yards)**: Similar specifications as Item 01 with an estimated volume of 500,000 lbs. per year and a frequency of pickup also around 25 times per year.

3. **Non-Binable Items (<10K lbs. each)**: Larger items of mixed scrap metal and metal equipment (no HAZMAT), limited to 10,000 lbs. each, including the same types of metals listed above. Forklift support will be available for loading with prior coordination.

The Purchaser agrees to pay a percentage of the price per gross ton listed in accordance with the AMM price list for 'Steel Scrap No2 Bundles'.

Period of Performance
The Base Year for this agreement is from May 1, 2025, to April 30, 2026, with four option years extending through April 30, 2030.

Place of Performance
The performance will take place at various locations within the US Navy GBLOC BBNV at NSWCCD located at 9500 MacArthur Blvd, West Bethesda, MD.
