THIS IS A SOURCES SOUGHT NOTIFICATION. THIS IS A MARKET RESEARCH TOOL TO DETERMINE THE AVAILABILITY OF SOURCES PRIOR TO ISSUING THE REQUEST FOR PROPOSALS (RFP). THIS ANNOUNCEMENT IS FOR INFORMATION AND PLANNING PURPOSES ONLY.

The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Contracting Department (Code 400), is issuing this sources sought. The sources sought is being issued as a means of conducting market research to identify industrial capabilities that might exist in order to support an upcoming requirement for a IT Support Services Contract.

A copy of the current Performance Work Statement (PWS), which is in draft form, is attached to this notice.

Based on the responses to this sources sought, this requirement may be set-aside for small business (in full or in part) or procured through full and open competition (unrestricted), the Government intent at this time is for a single award. All small business set-aside categories will be considered. Telephonic inquiries will not be accepted or acknowledged, the Government will not be providing evaluations or comments to companies providing sources sought responses but the responses will be used to inform the Government as to the best means of procuring this requirement.

This sources sought is for informational purposes only. This is not a Request For Proposal (RFP) to be submitted. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for the preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFP, if issued. If a solicitation is released it will be synopsized on the Government-Wide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.

Submission instructions:

It is requested that interested businesses, capable of providing the services sought, submit a brief capabilities statement package demonstrating the ability to perform the requested services per the attached PWSs. No feedback or evaluations will be provided, via telephone or otherwise, regarding any submissions on this sources sought announcement.
A. The documentation shall address the following:
1) Name and address of firm

2) Commercial and Government Entity (CAGE) code number

3) Points of contact (names, titles, email addresses and phone numbers)

4) Small Business designation/status (8(a), HUBZone Small Business, Small Disadvantaged Business, Service Disabled Veteran Owned Small Business, Woman Owned Small Business, Veteran Owned Small Business, Small Business)
B. RELEVANT EXPERIENCE in performing efforts of similar scope and complexity for the PWS. The following Government or commercial information shall be provided for your firm's relevant experiences:
1) Contract Number, period of performance and contract value.

2) Indication of whether your firm acted as the prime contractor or was a subcontractor.

3) Summary of work performed and how it relates to the IT Support Services sought.

4) Does your company have corporate experience in providing both leased and rented vehicles ranging from small cars, passenger vans, cargo vans, pickup trucks, flatbed/stake bed trucks, and bucket trucks, per Section H.16 Contractor Owned/Leased/Rented Vehicles within the PWS?

5) Does your company have an Approved Accounting System (as certified by DCMA, DCAA, or another Federal agency)?

C. Market Research Information Request:

1) Risk - Please provide comment on any current or potential technical, cost, schedule, or performance risks that you would like to make the Government aware of that concerns this type of requirement. Provide any additional feedback that you feel is relevant (i.e. comments on the Draft PWS, problems or any other issues experienced with similar contracts).

2) Do you believe that a 30-day transition-in period too long, too short, or sufficient for this requirement?

Interested small businesses should review and understand the requirements in Federal Acquisition Regulations (FAR) Part 19 and FAR clause 52.219-14 Limitations on Subcontracting.

Submission of any information in response to this market survey is purely voluntary and the Government assumes no financial responsibility for any costs incurred. This sources sought synopsis does not constitute a Solicitation or an RFP, nor does this issuance restrict the Government's acquisition approach. PSNS & IMF reserves the right to independently verify all information submitted.

Background
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Contracting Department (Code 400), is issuing this sources sought. The sources sought is being issued as a means of conducting market research to identify industrial capabilities that might exist in order to support an upcoming requirement for a IT Support Services Contract.

Work Details
The contractor will provide IT support services including reviewing NMCI infrastructure statement of work requirements, maintaining material inventory, providing end device support, maintaining compliance and documentation of Platform IT systems, supporting Information Assurance Vulnerability Management (IAVM's) and Information Assurance Vulnerability Alerts (IAVA's), providing IT project facilitation, supporting CAD/CAM application and configuration, providing support to OCONUS sites, and additional site support services. The contractor will also be responsible for packaging and marking deliverables media, inspection and acceptance, contract administration, invoice submission, invoice requirements/fixed fee calculation and payment, technical direction letter (TDL), tools & other direct costs (ODCs), travel, task order closeout, telework considerations, technical direction, key personnel substitution, government furnished property (GFP), government furnished documentation, intellectual property rights, and contractor identification.

The geographic locations where the contract will be performed include Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) in Bremerton, WA; San Diego, CA; Yokosuka, Japan; and other potential locations such as Pearl Harbor, Honolulu, HI; Portsmouth Naval Shipyard in Kittery, ME; Naval Base Guam; Norfolk Naval Shipyard in Portsmouth, VA; and NAVSEA headquarters in Washington Navy Yard.
