Description

The Federal Protective Service Acquisitions Division intends to issue s sole source extension of up to six (6) months to the current ordering period of an existing indefinite delivery/indefinite quantity type contract, 70RFP119DE4000001 with Patronus Systems, Inc. (3000 North Wickham Road, Suite 8 Melbourne, FL 32935-2330). This extension begins January 01, 2025, and will provide continued armed Protective Security Officer (PSO) services at various locations throughout Kentucky and to allow placement of a new contract to continue critical PSO services at these locations. The government intends to solicit and negotiate on a sole source basis with Patronus Systems, Inc. under the authority of 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This is not a request for competitive proposals. A Request for Proposal (RFP) will not be made available.

A Justification for Other Than Full and Open Competition was posted to sam.gov. The applicable North American Industry Classification System Code (NAICS) is 561612 (Security Guards and Patrol Services) and the Small Business Size Standard is $29 million.

Background
The Federal Protective Service Acquisitions Division (FPS AD) intends to issue a sole source extension of up to six months to the current ordering period of an existing indefinite delivery/indefinite quantity contract, 70RFP119DE4000001, with Patronus Systems, Inc.

This extension is necessary to provide continued armed Protective Security Officer (PSO) services at various locations throughout Kentucky while allowing time for the placement of a new contract. The FPS is responsible for protecting federal facilities and personnel, and this extension aims to ensure uninterrupted security services during the transition to a follow-on contract.

Work Details
The extension will provide armed PSO services at various locations throughout Kentucky.

The current contract with Patronus Systems, Inc. is set to expire on December 31, 2024. The extension from January 1, 2025, through June 30, 2025, is requested to allow for the finalization of evaluations and award of a competitive follow-on contract. This will ensure that there is no disruption in security services at federal facilities during the transition period. The FPS AD has determined that only one responsible source can fulfill this requirement without causing unacceptable degradation in security operations.
