ProTech Weather Domain Final RFP

THIS IS A FINAL SOLICITATION NOTICE.
This notice, in accordance with Federal Acquisition Regulation (FAR) 5.201, is posted by the National Oceanic and Atmospheric Administration (NOAA), Strategic Sourcing Acquisition Division (SSAD), to announce the issuance of a Request for Proposal (RFP) for Professional and Technical services for the Weather (ProTech-Weather) Domain. The ProTech-Weather Domain is a multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) solicitation using Full and Open Competition procedures under FAR 6.1 with a reserve for small business.

The ProTech services solution is a suite of multiple-award IDIQ contracts consisting of five Domains: Satellite, Ocean, Fisheries, Weather, and Enterprise Operations. These Domains provide resources in support of NOAA to include its Line and Staff Offices. The ceiling dollar amount for all orders under all ProTech Domains is $3,000,000,000.

There is one solicitation for each Domain and each solicitation will result in the award of multiple IDIQ contracts for the specific Domain. Here, the resultant IDIQ contracts will provide professional and technical services to the Weather Domain. The primary clients of this Domain will be the offices of NOAA's National Weather Service.

Period of Performance:
The period of performance of ProTech-Weather is a two (2) year base period and three (3) one-year option periods, for a total period of performance of five (5) years if all options are exercised. Once the ProTech-Weather IDIQ contracts are awarded, task orders will be issued and awarded in accordance with FAR 16.505 procedures.

NAICS Code:
The procurement has a Reserve for Small Business. The assigned NAICS Code is 541330 with a size standard of $15 million.

Questions shall be submitted by 4:00 PM local time on August 17, 2018. No telephone inquiries, requests, etc. will be accepted. Responses to the questions will be posted on FBO.

Past Performance Assessment Questionnaires shall be emailed to ProTech.Weather@noaa.gov by 3:00 PM local time on September 5, 2018. If a past performance questionnaire is unable to be emailed, the offeror shall email ProTech.Weather@noaa.gov no later than 10:00 AM local time on September 4, 2018, to arrange for alternate delivery.

Proposals are due in electronic format no later than 3:00 PM local time on September 5, 2018 to ProTech.Weather@noaa.gov.
