The US Army Corps of Engineers (USACE), Savannah District, is conducting market research to identify potential parties having interest in and capability of performing construction specialty trade services for the construction of a new unit school by replacing the existing unit school and associated support facilities at United States Coast Guard Air Station Borinquen, Aguadilla, Puerto Rico.

Based on the responses to this request for information notice, this requirement may be set-aside for small business (in full or in part) or procured through full and open competition. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluation will be provided to companies regarding their submissions. The Government will consider feedback received in determining if a small business set-aside is appropriate for this requirement.

Background
The US Army Corps of Engineers (USACE), Savannah District, is conducting market research to identify potential parties interested in and capable of performing construction specialty trade services for the construction of a new unit school at the United States Coast Guard Air Station Borinquen, Aguadilla, Puerto Rico.

The goal is to replace the existing unit school and associated support facilities. This requirement may be set-aside for small business or procured through full and open competition.

Work Details
The project involves constructing a new two-story, 124,730 square foot unit school (PK-12) designed to accommodate 448 students with areas including instructional spaces, special education spaces, staff collaboration spaces, commons area, performance space, information center, gymnasium, art room, music suite, science labs, career technical education labs, administrative suite, health suite, guidance counseling suite, food service areas, maintenance support facilities, central storage area, technology service center, field house and other necessary areas.

The project will require special construction features to meet seismic design requirements due to its location in a seismic zone. Utilities work includes relocating overhead electrical lines underground where they interfere with construction; installing a transfer switch for managing power from two utility circuits; providing an emergency generator for critical systems; and establishing both potable and non-potable water distribution systems along with gravity sewer systems.

Site preparation tasks include clearing and grubbing, erosion control measures, establishing haul routes and contractor material laydown areas. Site improvements will encompass signage installation, fencing, paving landscaping efforts including storm water management features and Anti-Terrorism/Force Protection measures.

Demolition of approximately 123,000 square feet of existing facilities containing asbestos and lead-based paint will be required.
