Background
The Program Executive Office, Spectrum Management/Coordination System Collaboration and Support Services (Next) is responsible for managing the spectrum allocation and coordination efforts related to the 2025-2110 MHz radio frequency band. This initiative is part of the AWS-3 auction, a U.S. Government spectrum-related activity that requires timely execution to meet mission goals. The incumbent contractor, Peraton Inc., has been identified as the only source capable of fulfilling the unique requirements of this contract within the specified timeline without incurring substantial duplication of costs.

Work Details
The contract involves continuing support for the spectrum management and coordination (SMCS) of the 2025-2110 MHz band, which includes:
1. Continued development and refinement of SMCS based on Navy testing and sharing capabilities.
2. Ongoing technical support for stakeholders and participation in relevant meetings.
3. Maintenance operations for SMCS, including disaster mitigation and emergency fixes.
4. Collection, organization, and curation of data related to Broadcast Auxiliary Service (BAS) operations.
5. Technical input for creating measurement techniques for sharing use cases.
6. Development of a web-based coordination portal to facilitate stakeholder collaboration.
7. Extensive planning and execution with various stakeholders including BAS operators and DoD CIO.

Period of Performance
The performance period extends through fiscal year 2026, with a completion deadline set for no later than September 30, 2026.

Place of Performance
The services will be performed primarily at Peraton Inc.'s facilities located at 12975 Worldgate Drive, Suite 7322, Herndon, VA 20170.
