THIS NOTICE OF INTENT TO SOLE SOURCE IS FOR INFORMATIONAL PURPOSES ONLY.

Product Manager (PdM) Navy/Marine Expeditionary Ship Interdiction System (NMESIS)

Marine Corps Systems Command (MCSC) Program Manager, Ground Weapons Systems (PM GWS), PdM NMESIS, Quantico, VA 22134 intends to enter into sole-source negotiations and subsequently award a contract to Corvid Technologies, Inc., 153 Langtree Campus Drive, Suite 401, Mooresville, North Carolina, 28117 (Cage Code 1VJF8) to provide development, production, and sustainment support of the NMESIS Weapon Sled Assembly (WSA) subsystem using the authority at Federal Acquisition Regulation Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The United States Government (USG) lacks the technical data rights in the WSA subsystem, which is part of the NMESIS Naval Strike Missile and Naval Launch Unit (NLU) and is the interface between the NLU and Remotely Operated Ground Unit for Expeditionary Fires required for competitive acquisition. Without the technical data rights, a contractor will not be able to ensure the subsystems properly function together to meet the requirements of the NMESIS system. This effort is estimated for award in the fourth quarter of fiscal year 2025 with an anticipated period of performance from September 2025 through August 2033.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

This acquisition is being pursued on a sole-source basis under the statutory authority implemented by 10 U.S.C. 3204(a)(1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

Unless stated herein, no additional information is available. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement, which shall be considered by MCSC. Responses must be submitted within 15 calendar days after the date of the publication of this synopsis and identify the potential offeror's interest and capability to respond to the requirement. The USG will consider all information received by this response date that meet the aforementioned criteria. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the USG. All submissions become USG property and will not be returned. Contractors are advised that the USG will not pay for any information or administrative costs incurred in response to this notice of intent. The applicable North American Industry Classification System codes are 336414, Guided Missile and Space Vehicle Manufacturing and 541330 Engineering Services.

Background
The Marine Corps Systems Command (MCSC) Program Manager, Ground Weapons Systems (PM GWS), specifically the Product Manager for the Navy/Marine Expeditionary Ship Interdiction System (NMESIS), located in Quantico, VA, intends to enter into sole-source negotiations with Corvid Technologies, Inc. This contract aims to provide development, production, and sustainment support for the NMESIS Weapon Sled Assembly (WSA) subsystem.

The U.S. Government lacks the technical data rights necessary for competitive acquisition of the WSA subsystem, which is integral to the NMESIS system's functionality.

Work Details
Corvid Technologies, Inc. will be responsible for the following under this contract:
- Development of the NMESIS Weapon Sled Assembly (WSA) subsystem.
- Production of the WSA subsystem.
- Sustainment support for the WSA subsystem.

The WSA is part of the NMESIS Naval Strike Missile and Naval Launch Unit (NLU) and serves as the interface between the NLU and Remotely Operated Ground Unit for Expeditionary Fires. Without access to technical data rights, no other contractor can ensure that these subsystems will function together effectively.

Period of Performance
The anticipated period of performance is from September 2025 through August 2033.

Place of Performance
The work will be performed at Corvid Technologies' facility located at 153 Langtree Campus Drive, Suite 401, Mooresville, North Carolina.
