1. In accordance with Federal Law, DoD and Navy policy, and in conjunction with the Defense Priorities and
Allocation System, this contract shall be rated "DO .
2. Progress Payments are authorized if the applicable. FAR 52.232-16 and DFARS 252.232-7004 (DEV) are
included in this solicitation.
3. This requirement is solicited using FAR Part 15, Contracting by Negotiation.
4. See Section L for proposal instructions.
