Background
The Federal Government aims to collect delinquent debts owed to the United States, a policy supported by the Federal Debt Recovery Act (FDRA) enacted in 1986. This act allows the Attorney General to contract with private counsel to assist U.S. Attorneys in debt collection across multiple Federal Judicial Districts. The use of private counsel marks a significant shift from previous practices where U.S. Attorneys handled most debt collections directly. The contract is intended to enhance the efficiency and effectiveness of debt recovery efforts for various federal agencies.

Work Details
The Contractor shall provide comprehensive legal services for the collection of delinquent debts owed to the United States, which includes:
- Representation in negotiation, compromise, settlement, and litigation of secured and unsecured federal debts.
- Participation in bankruptcy, foreclosure, and other related proceedings.
- Collection of non-tax civil debts referred by federal agencies or originating from DOJ litigation.
- All work must be conducted within the counties of the relevant Federal Judicial Districts, with litigation filed in the appropriate U.S. District Court unless otherwise determined for efficiency.
- Compliance with all applicable federal, state, and local laws and regulations regarding debt collection practices.

Period of Performance
The contract will be performed over a period as determined by the needs of the agency and compliance reviews.
